Florida statutes provide the framework for a feasibility study that looks at all aspects of a proposed municipality. This study helps communities like ours determine if incorporation is the right fit and if it would be feasible.
Benefits and risks assessment is an essential part of this feasibility study. BJM Consulting utilizes a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis. Input for this analysis comes from BJM Consulting’s “boots-on-the-ground” research of our community (conducted in April 2023) and long-form surveys collected from local community leaders.
BJM Consulting asked our organization to identify around thirty to forty individuals considered to be local leaders. We intentionally included many who were actively against the effort or had serious concerns. From these surveys, and with BJM Consulting’s help, we can construct a fairly complete list of risks and benefits across dozens of community voices and perspectives. This SWOT analysis is part of the final feasibility study that, when complete, will be shared with the local community, the local delegation, and the state legislature for review and debate.
