The transition period from the local governance from county to municipal is laid out within the municipal charter’s transitional plan. It provides the framework for service delivery, zoning and planning, etc., while the municipal government is formed. Anything that needs detailing for the transitional phase is done so in this charter section. The county comprehensive plan is in effect until a new comprehensive plan is formed specific to the town. Similarly, county ordinances remain in effect until such time as they are replaced by corresponding municipal ordinances. County ordinances passed after municipal incorporation only apply within municipal boundaries if authorized explicitly by municipal ordinance. 

A transition committee forms to oversee the governance transfer during the transitional period. Each community’s transitional plan will be different, based on the citizens and the community’s needs and desires and the services delivered. The transitional plan allows the municipality to operate effectively while local governance transfers from the county to the municipality.
